The District Chief Executive (DCE) for Bia East, Hon. Francis Amankwah, has credited hard work, discipline, and teamwork for the district’s remarkable rise to the top of Ghana’s 2025 Public Financial Management (PFM) Compliance League Table.
The Bia East District Assembly emerged as Ghana’s best-performing local assembly, scoring 94.50 per cent to secure the top position nationwide. The achievement represents a remarkable leap from 175th place in 2024 to 1st place in 2025.
The historic feat marks the first time the newly created district in the Western North Region has topped the national PFM Compliance League Table, reinforcing its commitment to sound financial management, transparency, and good governance.
Speaking on Fabea FM’s “Me Man Ho Dadwen” programme, hosted by Apiah-Kubi, Hon. Amankwah said the achievement was the product of a collective effort rather than the work of one individual.
He commended the Assembly’s management, staff, Assembly Members, and other stakeholders for their dedication, describing the national recognition as a shared victory for the entire district.
According to the DCE, he assumed office with a firm determination to leave behind a legacy of accountable leadership and sustainable development for the people of Bia East.
“I was determined to leave a positive legacy as a responsible leader for the district’s development, and I am proud of what we have achieved in my first year in office,” he said.
Hon. Amankwah explained that the Assembly’s success was driven by the strong collaboration between his office and the Assembly’s management, ensuring the smooth implementation of policies and administrative processes.
He described the PFM Compliance League Table as a vital instrument for promoting transparency, accountability, prudent procurement practices, and the effective management of public resources.
While expressing satisfaction with the achievement, the DCE stressed that the national recognition should inspire the Assembly to work even harder and sustain its high standards of performance.
“We are happy with this achievement, but it does not end here. We will continue to work proactively for the betterment of the district,” he assured.
He also highlighted major improvements in healthcare, education, water supply, and human development, noting that the Assembly remains committed to improving the quality of life for residents.
Hon. Amankwah urged Assembly staff to remain professional, diligent, and non-partisan in the discharge of their duties, emphasising that public service must always be guided by integrity, fairness, and the national interest.
He further called on all Metropolitan, Municipal, and District Assemblies (MMDAs) to strengthen public financial management through continuous capacity building, effective oversight, and strict adherence to established procedures.
The DCE concluded by encouraging public institutions to build on their achievements while addressing existing challenges with honesty, commitment, and accountability, insisting that sustained hard work remains the foundation for lasting development.
